When Jiang Zemin launched the campaign against Falun Gong in 1999, the then paramount leader did so in spite of opposition from the Politburo and other top Party officials. Many Party members, in fact, were Falun Gong adherents themselves; others had close relatives whose health significantly improved through practicing Falun Gong.
While Jiang quickly moved to consolidate support for his campaign throughout the Party, Falun Gong adherents and supporters have remained at all levels of the Party, military, and security system. Others have grown disillusioned with the Party’s campaign and its human cost. Some of these individuals, at a degree of personal risk difficult to imagine, have periodically leaked classified documents overseas.
Some documents have been smuggled out by defectors. Yet others have hinted that they are biding their time and will disclose internal evidence when they feel circumstances are right, suggesting there is even more to come in the future.
