Case Details:

On the morning of June 10, 2011, police officers abducted Mr. Jiao Lingyun from his workplace and took him at the Jixian County Detention Center. He died in custody 29 days later on July 8, 2011.

Two weeks before his death Mr. Jiao’s father requested to see his son but was denied. After his death, on July 10th, when family members requested to see his body, they were only allowed to view his face. At least a dozen guards surrounded his corpse and ensured that family members neither examined his body nor carried with them bags or cell phones. When police transferred the body to a funeral home they continued to guard it, preventing family or friends from going near it. Family members were also pressured to not leave town so as to keep news of the death from spreading.

With the help of an attorney, family members were able to perform an autopsy on Mr. Jiao’s body on July 17. It was found that his chest, lungs and bronchial tubes were filled with fluid. One lung was black and fill with blood. Mr. Wang Yuliang from the public security bureau and Mr. Zhang Xinghua from the Jixian Detention Center offered this statement: “On the afternoon of July 8 at about 2 p.m., Jiao Lingyun drank some water. The police observed that his face turned pale and they sent him to the hospital. He died at 2:25 p.m.”

Mr. Jiao had been detained several times after July 1999, when the persecution of Falun Gong began, for appealing to the Government Appeals Office and distributing materials on Falun Gong. When he was abducted most recently from his workplace two co-workers, Ms. Dai Lixia and Ms. Luan Xiuyuan, both Falun Gong practitioners, were also arrested.
